OECD

In March 1998 the Russian Federation was granted the status of permanent observer in the OECD Committee on Fiscal Affairs (CTPA) - this moment serves as one of the key starting points for mutual cooperation in the area of taxation.

Since that time CTPA has become one of the essential partners for the FTS which jointly with the Ministry of Finance is putting all effort to live up to the best global standards. Our ambitious goal is to qualify for the requirements for joining the OECD as a full member.

On November 3, 2011 Multilateral Convention on Administrative Assistance in Tax Matters was signed by the Minister of Finance Mr. Anton Siluanov (the ratification procedure is still pending).

Currently the FTS actively cooperate with the OECD regarding to the accession of Russia to this organization and accede to.

FTS is also participating in the Global Forum on Transparency and Exchange of Information. The Russian Federation has successfully passed Phase 1 of the Forum Peer Reviews; in 2014 Phase 2 has been launched.

The FTS international priorities lay in the areas of Exchange of information, Mutual administrative assistance, Transfer pricing and countering BEPS.
