The Forum on Tax Administration

The Forum on Tax Administration was created in July 2002 by the OECD with the aim of promoting dialogue between tax administrations and of identifying good tax administration practices. Today FTA has become one of the most respected international platforms in the area of taxation.

For the first time the FTS of Russia delegation took part in the 6th Forum meeting held in 2010 in Istanbul (Turkey).

17/05/2013 - The 8th meeting of the Forum on Tax Administration was hosted by the Federal Tax Service of Russia. With its venue in Moscow Ritz Carlton Hotel this FTA meeting gathered Tax Commissioners from 45 countries and representatives of 6 International Organisations (IMF, EU, IOTA, BIAC, CIAT, WCO). The event was opened by Mr. Sergey Naryshkin, Chairman of the Russian State Duma, and included a live address of the President of the Russian Federation Mr. Vladimir Putin.

The focus issues of the Moscow meeting are the currently front page topics: compliance by MNEs and international avoidance and evasion. In course of the meeting the FTA published reports on some of these topics and a communiqué that addresses them directly:

  • Tax Administration in advanced and emerging economies: Comparative Information Series 2013
  • Co-operative Compliance: A Framework from Enhanced Relationship to Co-operative Compliance
  • Together for better outcomes: Engaging and Involving SME Taxpayers and Stakeholders
  • Managing Service Demand: A practical guide to help revenue bodies better meet taxpayers’ service expectations

On January 21, 2014 following the FTA Bureau meeting in Paris FTS Commissioner Mr. Mikhail Mishustin was unanimously elected as the Forum’s vice chair and will serve in this capacity during the next FTA meeting in October 2014 in Dublin (Ireland).
