The Commissioners of the tax administrations of Russia and Uzbekistan have signed an agreement on technical assistance for implementing training programs

The Commissioner of the Federal Tax Service of Russia, Daniil Egorov, and the Commissioner of the State Tax Committee of the Republic of Uzbekistan, Sherzod Kudbiev, signed an agreement on technical assistance provided by the Russian Federation to the Republic of Uzbekistan for the implementation of training programs in taxation methodology and tax administration.

Daniil Egorov emphasized that the development and delivery of these programs to international partners is part of the ongoing technical assistance aimed at modernizing tax administration systems. This helps improve the efficiency of tax administration and enhances the professional skills of tax authorities' personnel. "I am pleased that our technologies and achievements are highly valued abroad. However, I must note that we also have much to learn from our Uzbek colleagues. I visited Uzbekistan this year and saw the progress they have made. I believe that in our cooperation, feedback on training should play a significant role. We should help each other become better and more efficient," he stated.

Sherzod Kudbiev expressed gratitude to the Russian side for their comprehensive cooperation in the field of tax administration, highlighting the well-coordinated efforts of the Russian Federal Tax Service team: "I would like to thank your team for the work done. I am confident that the documents signed today will benefit our countries and our services. Such cooperation will enhance the capabilities of the tax authorities in both our countries."

During the meeting, it was also decided to move to electronic exchange of applications for tax purposes. A document to this effect was signed by the parties.

The Commissioners of the Federal Tax Service of Russia and the State Tax Committee of Uzbekistan noted that the agreements would expand the interaction between the tax authorities and strengthen the long-term and mutually beneficial cooperation between the two countries.

The Uzbek delegation also got acquainted with the practice of the Russian Federal Tax Service in dealing with banking secrecy for tax purposes within the framework of international information exchange standards. They were also shown the functionality of the Automated Risk Detection System based on the international automatic financial information exchange (CRS) and the Unified Digital Data Platform "Tax-3" for exchanges with EAEU (CIS) countries.

Additionally, as part of the implementation of the 2024–2025 Roadmap for Cooperation between the Russian Federal Tax Service and the State Tax Committee of Uzbekistan, a presentation was held on the use of the Russian Federal Tax Service’s Data Delivery Platform and the functionality of the Integrated Debt Management and Administration System (IDMAS) The former facilitates electronic data exchange with government authorities and other users and includes 100 data sets and services. As an IT system, IDMAS analyzes risks and provides solutions for tax debt management and enforcement.
