Taxation development trends were discussed at the XI plenary meeting of the BEPS Inclusive Framework

The participants of the XI plenary meeting of the BEPS Inclusive Framework discussed global trends in tax policy in the context of a pandemic, the development of taxation in the fields of the digital economy, ecology, and high incomes. The event was held in a videoconference format. More than 800 representatives of tax administrations and financial departments from 138 countries participated in it.

“Public perception of ongoing tax reforms should be built into the process of shaping tax policy,” said Stephanie Stantcheva, a professor at Harvard University. While discussing international reforms in the taxation of the profits of multinational companies, the finance ministers of Germany, Indonesia, the UK, Canada, Jamaica, and Italy noted the need to reach a comprehensive agreement in July 2021 in order to create a fair tax system in a timely manner in the context of the emerging digital economy.

At the same time, adaptation to the digitalization of the economy implies not only a change in international taxation rules but also a digital transformation of tax administration, said Achim Pross, Head of the OECD International Cooperation and Tax Administration Division.

This topic was also discussed in a joint presentation by the Commissioner of the Federal Tax Service of Russia, Daniil Egorov, the Chair of the OECD Forum on Tax Administration, and the Commissioner of the Canada Revenue Agency, Bob Hamilton.

Daniil Egorov informed about the development of the main elements of the tax administration model of the future. “The development of internationally compatible digital identity, electronic data interchange, and reporting systems implies a comparable level of digital maturity among tax administrations around the world.

One of the activities of the Forum is the creation of a tool that provides tax authorities with access to the best solutions and innovations in the field of digital administration in the world,” he said. This project, along with other solutions, will become part of the roadmap of Tax Administration 3.0, led by the Federal Tax Service of Russia.
