The Federal Tax Service of Russia presented advanced tax administration technologies at IOTA and CIAT webinar

The latest trends in the application of information and telecommunication technologies in tax administration were discussed at a joint webinar held by the Intra-European Organization of Tax Administrations (IOTA) and the Inter-American Center of Tax Administrations (CIAT).

The participating countries shared their experiences with the use of advanced technologies in tax administration. The Russian digital platform of distributed registers—blockchain—was presented to the colleagues by Yulia Dukhovnova, Head of the Division of International Cooperation and Capital Movement Control Directorate of the Federal Tax Service of Russia. This technology provides a simple and transparent process for preferential loans. The platform automates the verification of data submitted by taxpayers to the credit organization and provides the placement of information about credit contracts (agreements) on the platform, as well as the exchange of information necessary for the participants of information cooperation to implement the relevant decisions of the Government of the Russian Federation. It is a decentralized system based on the principles of microservice architecture. Its main components are distributed ledger nodes, which provide the infrastructure of the system and record and store transaction data in the registry.

The concept of using blockchain technology was also presented by the Brazilian tax administration, which uses it to develop services for taxpayers. The representative of the tax administration of Norway presented a mathematical model of the efficiency of the application of new technologies in tax administration, which allows for the calculation of the economic efficiency of the implementation of IT solutions. 

As a result of the discussion, it was decided to continue the multilateral dialogue on the exchange of best practices in the digitalization of tax administration.
