The results of the first stage of the Pilot project on exchange of electronic shipping documents between Russia and the Republic of Belarus have been summed up

The Federal Tax Service of Russia and the Ministry of Taxes and Duties of the Republic of Belarus summed up the results of the first stage of the pilot project on the exchange of electronic shipping documents in cross-border trade using the mechanism of a trusted third party.

11 resident economic entities of the Republic of Belarus and 9 resident economic entities of the Russian Federation took part in the project.

At the first stage, a technological mechanism for the exchange of shipping documents signed with electronic signatures in accordance with the national law via EDI operators between Russian and Belarusian taxpayers was tested. Verification of such signatures was carried out using the mechanism of a trusted third party.

Based on the results, the participants outlined a plan for the upcoming work. In particular, it is planned to introduce standards for the interaction of EDI operators, to determine the order of conformity of identifiers in electronic shipping documents, and to regulate methods of registration of discrepancies in electronic shipping documents during acceptance of goods.

The launch of the second phase of the pilot project is scheduled for May 2021. It is expected that new participants will join it.

The purpose of the pilot project is to switch to the exchange of electronic shipping documents and their recognition in cross-border trade between the Republic of Belarus and the Russian Federation. This will reduce the nonmanufacturing costs for businesses and governments associated with the processing of paper documents.
