The experience of creating state information systems was discussed in Minsk

Representatives of the Federal Tax Service of Russia, the Ministry of Internal Affairs, and the Ministry of Justice of Belarus exchanged experience in the development, launch, and operation of state information systems containing information about the population and civil registration at an experts meeting in Minsk.

The Russian side shared its experience in establishing the Unified State Register of Civil Status Records, which was launched in 2018. Employees of the Federal Tax Service of Russia told about the features of its architecture, the implementation process, the training of employees of the registry offices, and the provision of information from the resource. The partners were particularly interested in the experience of digitizing and converting civil status records into the Unified State Register of Civil Status Records since 1926 and using them as part of payments to families with children during the pandemic. The Republic of Belarus plans to create a similar resource by 2025.

"The creation of a unified register of civil status records in the Republic of Belarus will allow, in the future, the automatic exchange of information on civil status acts registered on the territory of both states within the framework of international cooperation," said Vitaly Kolesnikov, Deputy Commissioner of the Federal Tax Service of Russia.

Minister of Justice of the Republic of Belarus, Oleg Slizhevsky, highly appreciated the level of development of the information system of the Federal Tax Service of Russia and the potential of Belarusian-Russian cooperation. In turn, representatives of the Ministry of Internal Affairs of the Republic of Belarus presented the population register of the Republic of Belarus, which has been functioning since 2013.

The federal law on the creation of a similar population register in the Russian Federation was adopted on June 8, 2020. The system will be put into operation on January 1, 2022. Its operator is the Federal Tax Service of Russia.

The Population Register will contain information about Russian and foreign citizens, as well as stateless persons living or working in the territory of the Russian Federation. Data on the family composition, in combination with information from other state resources on income, pensions, benefits, allowances, and other measures of state support, will allow the state to pursue a policy of targeted social assistance for families. In addition, reference data on individuals will open up new opportunities to keep statistical records, maintain voter lists, assess the demographic situation online, plan, and contribute to the social and economic development of both regions and the country as a whole.
