The prompt implementation of changes in the tax authorities was discussed at the pre-plenary session of the OECD Forum on Tax Administration, moderated by the Commissioner of the Federal Tax Service of Russia, Daniil Egorov.

Participants shared their experience dealing with the challenges associated with the pandemic and their vision of the key skills necessary for successful continued functioning. In many aspects, the approaches and measures taken by tax administrations around the world to support businesses and restore tax revenues are similar. They are implemented through the development of IT solutions focused on contactless tax administration and ensuring the continuity of the activities of tax authorities.

The parties agreed that, in the context of the ongoing pandemic, the ability of tax authorities to quickly adapt and change their business processes becomes essential. To a large extent, this ability depends on effective project management. "The main role here is played by effective horizontal communication and understanding of the purpose of changes by all participants in the process—both methodologists and developers of technical solutions," mentioned Daniil Egorov.

Valerio Barbantini, Deputy Director General of the Italian Revenue Agency, noted the success of the Russian Federal Tax Service in developing electronic services for taxpayers. He drew attention to an online service for providing subsidies to companies affected by the pandemic and a blockchain platform for cooperation with banks and companies that apply for soft loans.

The event was attended by the Commissioners and deputy Commissioners of the tax services of Norway, Poland, Greece, Chile, Italy, Luxembourg, and Hungary. The session was organized as a preparation for the Plenary Meeting of the OECD Forum on Tax Administration, which will be held on December 16–17, 2021, via videoconference.
