The results of pilot projects on the exchange of electronic shipping documents between Russia and Belarus have been summarized

The Federal Tax Service of Russia and the Ministry of Taxes and Duties of the Republic of Belarus summarized the results of two stages of pilot projects on the exchange of electronic shipping documents in cross-border trade using the mechanism of a trusted third party. Eleven economic entities—residents of Belarus and ten entities from Russia took part in them.

At the first stage, a technology for exchanging shipping documents signed with electronic signatures in accordance with national legislations was developed and tested. The exchange took place through electronic data interchange operators, and signatures were verified using the mechanism of a trusted third party. At the second stage, the registration of discrepancies in electronic shipping documents identified during the receipt of goods was tested.

Based on the results, an action plan was developed and approved to extend the application of the cross-border EDI scheme to all economic entities in Belarus and Russia. Thus, it is planned to introduce standards for the interaction of EDI operators, to form lists of documents that can be exchanged using agreed cross-border EDI schemes, and to coordinate recommendations for business and professional market participants on the organization of EDI services.

As a result of the implementation of the plan, as early as 2023, it may be possible to get rid of paper documents for cross-border trade between the two countries according to agreed lists.
