At the invitation of the Ministry of Finance of the Republic of Uzbekistan, Deputy Commissioner of the Federal Tax Service of Russia Vitaly Kolesnikov took part in a round table session on the digital transformation of tax administration and presented the successful experience of the Federal Tax Service of Russia in adapting modern digital technologies to solving tax administration problems.

Vitaly Kolesnikov noted the important role of the created data registers and their effectiveness in ensuring the work of the Government of the Russian Federation and other state bodies.

“Data from the registers of the FTS of Russia is available to authorized bodies in real time. During the COVID-19 pandemic, the registers of the FTS of Russia made it possible to create an effective system for monitoring the economy and medical data, which, in turn, made it possible to provide the necessary targeted support,” Vitaly Kolesnikov mentioned.

The experience of the FTS of Russia in establishing a single tax account system designed to simplify tax payments was also presented.

Vitaly Kolesnikov emphasized that the Federal Tax Service of Russia is actively sharing its best practices with foreign tax administrations. This is illustrated by the results of efficient cooperation between the Federal Tax Service of Russia and the State Tax Committee of the Republic of Uzbekistan within the framework of technical assistance in the creation of the Analytical VAT Platform and Online Cash Register System.

The FTS of Russia is striving to further develop its technologies and is increasingly using artificial intelligence solutions, as well as enhancing the capability of using distributed ledger technologies, in particular, by creating a transparent environment for the electronic exchange of documents during the transaction and speeding up payment procedures for work performed.

At the round table, Leonid Shilin, Deputy Head of the International Cooperation Directorate, presented a report on international tax reform, The Two-Pillar Solution. He noted that, taking into consideration the decision to postpone the initial deadlines for the implementation of the reform, individual countries may resume work on the introduction of taxes on digital services and similar mechanisms.

The international round table in Samarkand was attended by representatives of the tax and finance authorities of Uzbekistan, Kazakhstan, Azerbaijan, Tajikistan, Kyrgyzstan, and Russia.
