The FTS of Russia, together with the Research Institute of the Ministry of Finance of the Russian Federation, held a regular scientific and practical seminar on harmonization of tax and customs regulation in the EAEU. The seminar was devoted to the comparison of approaches in the EAEU countries to the application of VAT to services in electronic form.
During the seminar, international experience of applying VAT to e-services, including the experience of the European Union, was reviewed, as were the main provisions and principles under the OECD Guidelines on VAT. The evolution of the Russian rules for applying VAT to electronic services and the taxation of VAT within the Eurasian Economic Union were also considered.
The seminar's recommendations can be used in the development of measures to improve the quality of tax and customs regulation and tax administration in the Eurasian space.
The meeting was attended by the representatives of the customs and tax administrations of Armenia, Belarus, Kazakhstan, Kyrgyzstan, the Russian Federation, and the Eurasian Economic Commission. The next seminar is scheduled for February 2023.
