The Federal Tax Service of Russia and the Ministry of Finance and Economy of Turkmenistan signed a Memorandum of Understanding and Technical Cooperation in Tax Administration

Julia Shepeleva, Deputy Head of the Federal Tax Service, and Serdar Jorayev, Deputy Minister of Finance and Economy of Turkmenistan, signed a Memorandum of Understanding and Technical Cooperation in Tax Administration within the framework of the 12th meeting of the Russian-Turkmen Intergovernmental Commission on Economic Cooperation. The Memorandum is aimed at exchanging experience between tax administrations, international coordination, joint project implementation, and other initiatives as the parties agree.

The day earlier, Daniil Egorov, Commissioner of the Federal Tax Service of Russia, held a meeting with the Turkmen delegation. He presented to his Turkmen colleagues online services and automated tax administration systems: the Analytical VAT Platform, the Online Cash Registers System, the digital tax regime for the self-employed, and the new automatic simplified tax system, as well as the data delivery platform of the Federal Tax Service, which allows government agencies to provide structured data sets.

Marina Krasheninnikova, Head of the Cooperative Compliance Directorate, demonstrated the capabilities of the cooperative compliance program and the prospects of electronic data with large taxpayers. Currently, companies submit all required information online. This allows for reduced costs and significantly simplifies tax audit procedures.

Denis Kuzmichev, Head of the Taxpayers Registration Directorate, FTS Russia, presented the online service for business registration, which allows starting a legal entity online within one day. He also stated that the use of e-signatures and standard charters significantly accelerated the registration procedure.

Also, Deputy Commissioner of the FTS of Russia, Konstantin Chekmyshev, commented on the professional development program and the role of the FTS educational centers.

Julia Shepeleva and representatives of the Turkmen delegation outlined the steps towards the implementation of the Memorandum of Understanding and Technical Cooperation on Tax Administration, including possible options for technical assistance and training programs for the tax officials of Turkmenistan.
