The Federal Tax Service of Russia and the South African Revenue Service experts discussed identification and preliminary analysis of the tax risks at the online meeting.

The event was organized in the aftermath of the BRICS Tax Experts meeting, held in November last year. At that time, the South African Revenue Service introduced the Compliance Evaluation and Monitoring Information System (CEMIS). It is aimed at the analysis of risks related to personal income tax, profit tax, VAT, and withholding taxes.

The parties discussed risk criteria for tax non-compliance and the data used. Colleagues from South Africa also commented on "heat map" technology, which ranks the risks of tax non-compliance by industry, type of tax, and region. It allows tax inspectors to predict future compliance trends and plan for tax audits.

The meeting was attended by Alexey Kasyanyuk, Head of the Desk Audit Directorate of the FTS of Russia; Marina Krasheninnikova, Head of the Cooperative Compliance Directorate of the FTS of Russia; Elisey Balta, Head of the International Cooperation and Capital Movement Control Directorate of the FTS of Russia; as well as representatives of the Transfer Pricing Directorate and the Analytical Directorate.
