The digitalisation of cross-border trade has been discussed at a research workshop

The FTS of Russia, together with the Research Institute of the Financial Research Institute under the Ministry of Finance of the Russian Federation (FRI), held a regular session of the scientific and practical workshop "Harmonization of Tax and Customs Regulation in the EAEU." The session was hosted by Sergey Shatalov and devoted to the topic of the digitalization of international trade, its prospects, ways of development, and impact on tax administration.

Sergei Shatalov, chief researcher at the Tax Policy Centre of the Financial Research Institute under the Ministry of Finance of the Russian Federation, pointed out that switching from the traditional paper-based workflow to e-data interchange would speed up international trade and significantly reduce costs for businesses.

Elisey Balta, Head of the International Cooperation and Capital Movement Control Directorate of the FTS of Russia, noted that the conversion of primary accounting documents into digital form will bring transparency to cross-border transactions within the EAEU with the timely receipt of tax and customs data.

 During the seminar, Ekaterina Esaulova, Counselor of the EDI Directorate of the FTS of Russia, provided an overview of the FTS’ experience in implementing pilot projects with the State Revenue Committee of the Republic of Armenia and the Ministry of Taxes and Duties of the Republic of Belarus on the exchange of electronic consignment documents in cross-border trade using the Trusted Third Party (TTP) mechanism.

Moreover, the seminar included a discussion on the compatibility of national EDI systems in cross-border trade. During the discussion, Sergey Kiryushkin, Adviser to the General Director and Head of the “Gazinformservice” Certification Center, described the main barriers and prospects of mutual recognition of e-signatures in the EAEU countries. Airat Khairulin, Director of the Public Key Infrastructure Department of "National Information Technologies," shared his experience with the recognition of foreign e-signatures in the Republic of Kazakhstan. Dmitriy Moskalev, Deputy Head of the Certification Department of the National Center for Electronic Services (the Republic of Belarus), informed on the compatibility of national systems in organizing cross-border electronic data interchange. Anna Rybalko, Project Manager of the EDI Department of Sber Corus, Sber Group of Companies, described the role of the electronic data interchange operator in the digitalization of cross-border trade.

The forum was attended by representatives of tax administrations and other authorities from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, as well as officials from relevant departments of the Eurasian Economic Commission and electronic data interchange experts.
