On March 3, 2023, the Ministry of Finance of the Russian Federation and the Ministry of Finance of the Republic of Tajikistan signed an agreement on technical assistance in the development and improvement of tax administration in Tajikistan.
The document resulted from the joint work of the Federal Tax Service of Russia and the Tax Committee under the Government of the Republic of Tajikistan on the technical assistance framework.
During 2023–2025, the Federal Tax Service of Russia will provide assistance to colleagues in the implementation of a VAT analytical platform. The platform will be developed based on the experience of the FTS of Russia in the introduction of the Analytical VAT Platform in Russia and similar systems in Kyrgyzstan and Uzbekistan.
The project also provides for comprehensive work to modify communication strategies with taxpayers based on the principle of client-centricity. As a part of this task, a concept for improving interaction with taxpayers and a redesigned corporate style for the committee will be prepared. Furthermore, the FTS of Russia will develop a mobile application providing personal accounts for individual taxpayers.
Moreover, the project covers the improvement of approaches to the taxation of movable and immovable property. In this area, work will be aimed at formulating recommendations for the transition to a market-oriented tax base.
The project also includes training courses on the abovementioned and other areas of tax policy and practice for the colleagues from Tajikistan.
