FTS of Russia and Russian Corporate Council Association discussed modernization issues concerning tax control and administration of largest taxpayers

The FTS of Russia management had a meeting with Russian Corporate Council Association (RCCA) representatives. The meeting’s purpose was to discuss RCCA’s ideas on modernizing tax control and largest taxpayers administration.

FTS of Russia was represented by Deputy Commissioners Sergey Arakelov and Svetlana Adryuschenko, head of Taxation Directorate Nadezhda Chamkina, head of Legal Directorate Oleg Ovchar, head of Transfer Pricing and International Cooperation Directorate Dmitriy Volvach and other FTS officers.

RCCA was represented by Ernst&Young partners Petr Medvedev and Ivan Rodionov, RCCA vice-president and MTS JSC vice-president Ruslan Ibragimov, MTS JSC Tax Administration Department Director Dmitriy Kornev, Russian Railways JSC director of Tax Policy and Tax Accounting Methodology Department Denis Polekhin, ANK Bashneft JSC head of Tax Planning and Administration Division Alexey Tsiplakov and AFK Sistema JSC Director for Tax Administration Ekaterina Kuznetsova.

On the meeting the prospects of modernizing tax control and largest taxpayers administration were discussed, which include:
• Tax service’s and taxpayers costs reduction for tax control procedures with simultaneous tax control performance increasing.
• Tax frauds risks reduction.
• Increasing of transparency in interaction of tax service and taxpayers.
• Tax control system automation.
• Pricing control for taxation purposes.

RCCA representatives highly appreciated the measures of modernizing tax control and largest taxpayers administration currently performed by the FTS of Russia on order to build a modern and highly-developed tax system.

The FTS of Russia progress in wide implementation of IT, openness and performing of a meaningful dialogue with business-community to secure the correct calculation and payment of taxes was also outlined.

As a result of the meeting parties expressed their interest in further cooperation enhancement.
