The Commissioner of the Federal Tax Service of Russia (FTS), Daniil Egorov, showcased the Service's advanced digital solutions to a delegation of government officials from the Kingdom of Saudi Arabia, led by Major General Fawaz Abdulwahid Al-Mutairhi of the General Security Directorate of the Ministry of Interior of Saudi Arabia.
Russia’s modern tax service holds vast amount of data in high demand by other governmental bodies and serves as a key provider of information for 32 government services. Thanks to the data and the efficiency of the FTS's data transmission, citizens and businesses can obtain subsidized loans, benefits, payments, and other government services more rapidly, without needing to provide supporting documents. "We believe that the exchange of knowledge and best practices will contribute to better global development. Tax authorities can achieve much more in terms of efficiency and convenience for both individuals and business," Daniil Egorov emphasized.
Currently, the FTS Russia administers all types of taxes, including social insurance contributions, and actively implements process mining. The extensive use of modern technologies related to data transformation and electronic calculations enables automated tax administration, making it more effective and transparent while simultaneously reducing taxpayers' costs. For instance, the Analytical VAT Platform automates cross-checks of VAT declarations and electronic invoices using big data technologies. The risk-based approach allows for forming expert opinions on taxpayers based on a set of parameters, without requiring on-site audits.
Daniil Egorov also demonstrated the functionality of the Automated Online Cash Registers Control System and the Special Tax Regime for Self-Employed.
The Automated Online Cash Registers Control System not only monitors compliance with online cash register regulations but also collects, processes, and stores data. It provides real-time primary information about all retail transactions nationwide. Currently, 3.6 million online cash registers are operational in Russia, transmitting transaction data within 90 seconds.
The 'My Tax' mobile application for the self-employed allows users to register as payers of professional income tax within minutes using a smartphone. Through the app, users can issue receipts and pay taxes directly.
Vitaly Kolesnikov, Deputy Commissioner of the FTS of Russia, presented the Digital Unified Civil Register. The system contains data on civil status acts for the past 100 years. The FTS converted 525 million records into electronic format. To date, 5.1 million records have been registered, 8.4 million certificates have been issued and 632 million applications have been processed.
Andrey Budarin, Deputy Commissioner of the Federal Tax Service of Russia, presented the Data Delivery Platform. Thanks to the Data Delivery Platform, regional authorities can track the results of their decisions in real time, while federal authorities can create analyses based on tax information from across Russia.
