The in-person stage of the training program for employees of the Tax Committee of the Republic of Uzbekistan has begun in St. Petersburg at the Academy of Leadership and Business Process Administration of the Federal Tax Service of Russia (FTS LAB). Thirty-six employees of the Uzbekistan’s tax authority are participating in the training.

“The first phase of the program, held last year, demonstrated that this format is genuinely in demand. The participants showed strong interest, the programs received positive feedback, and most importantly, a solid foundation was laid for our continued joint work,” noted Julia Shepeleva, Deputy Commissioner of the FTS of Russia.

Uktam Shamsiev, Director of the Department for Tax Administration Analysis and Evaluation at the Tax Committee of the Republic of Uzbekistan, thanked the FTS of Russia for developing a specialized training program. According to him, following last year's training, last year’s training resulted in 20 initiatives, which have already been implemented in the activities of Uzbekistan’s tax authority.

This year, the program covers International Financial Reporting Standards, effective negotiation, influence and persuasion techniques, personal effectiveness for civil servants, leadership, and building high-performing teams. Special attention is given to the use of artificial intelligence in tax administration.

“All these topics are directly related to the tasks currently facing tax authorities. Tax administrations need to keep pace with the times, understand new technological trends, and use modern tools that help improve the quality, speed, and efficiency of their work,” stated Julia Shepeleva.

Sergey Tokarev, Head of the Professional Development Directorate of the FTS of Russia, emphasized that today it is important not only to share knowledge but also to develop the skills experts need to work effectively amid digital transformation. 

“The program is designed so that participants can immediately apply the newly acquired tools in their daily work, as well as share experiences and best practices with colleagues,” he highlighted.

The training program is held under the Agreement between the Federal Tax Service of the Russian Federation and the Tax Committee of the Republic of Uzbekistan on the Provision of Technical Assistance in Implementing Training Programs on Tax Methodology and Tax Administration. It contributes to the development of professional competencies of specialists and strengthens cooperation between the tax administrations of the two countries.

“It is important for us that the program participants not only learn about the Russian experience but also adapt best practices to the specific needs of their own tax authorities. This kind of knowledge exchange and joint search for effective solutions forms a solid foundation for the development of international professional cooperation,” stated Ivan Efremov, Rector of the FTS LAB Academy.
